Don't know if this is the context you meant it in, but I've often heard such statements used in the context of taxing the rich. The aspect of that which is hilarious/sad to me is that the AFTER-TAX income of the rich has been dramatically increasing for 30 years. So not only has no one run out of money, but it's been trending in the completely opposite direction.
